Subject Matter Competency Information
To be eligible for intern positions or to teach TK-12 classes, all teacher credential candidates in California must demonstrate Subject Matter Competency (SMC).
📅 Deadline to Submit SMC for Summer 2026 applicants: April 1, 2026. Subject Matter Competency (SMC) for Multiple and Single Subject Summer 2026 applicants needs to be submitted by April 1, 2026 to be considered for admission.
How to Meet the SMC Requirement
You can meet SMC in one of the following ways:
1. Pass the California Subject Examinations for Teachers (CSET)
- Take and pass all subtests in the subject area you are pursuing.
- Recommended if your degree major is not an exact match.

2. Complete a CTC-Approved Subject Matter Program
- Typically done as part of a BA at certain CA universities.
- You’ll need a subject matter verification letter from the institution.
- Contact your undergrad institution to check if your program qualifies.
3. Hold an Acceptable Degree Major: Bachelor's Degree or Higher
You qualify without taking the CSET if:
- Your degree major listed on your transcript is an exact match to the credential subject.

Examples:
- BA in English → Single Subject Credential in English ✅
- BA in Math → Single Subject Credential in Math ✅
- BA in Liberal Studies → Multiple Subject Credential ✅
📌 The degree title must exactly match the credential subject area.
No substitutions like “Kinesiology” for “PE” or “History” for “Social Science.”
📤 To verify:
- Upload your unofficial transcript with your degree major and conferral date to your Department Application.
- Optional: Email PDF transcript to credentials@csueastbay.edu with the subject: “SMC Degree Major Request”.
Include in your email:
- Full name
- Credential program
- Subject area you’re applying for
4. Demonstrate SMC Through Coursework or Coursework + CSET
- If your degree is in a related but not exact subject (e.g. Kinesiology, History, Performance), you may qualify through coursework evaluation.
- You can also combine coursework and CSET exams.

SMC Coursework Evaluation Request Information
🗓️ SMC Coursework Evaluation Request Timeline (Summer 2026 Applicants)
- 📅 Request Period:
December 1, 2025 – March 1, 2026 - ⚠️ Important:
Your transcripts will NOT be evaluated automatically.
You must submit an SMC Evaluation Request to be considered.
✅ If You Want to Meet SMC via Coursework Evaluation
You can submit your transcripts for review if:
- Your degree major is not an exact match to the credential subject.
- You believe your completed coursework may meet SMC requirements.
🔁 Evaluation Details:
- Processing takes 6–8 weeks (excluding breaks/holidays).
- Results are not guaranteed — many evaluations are partially or not approved.
- If denied, you’ll need to pass the CSET to meet SMC.

Because not all coursework evaluations are successful, the department strongly recommends registering for the CSET as a backup.
🎯 Important CSET Testing Dates to Meet April 1 Deadline:
You should plan to take the CSET before or by:
- February 9, 2026
or - March 9, 2026

Steps to Submit a Subject Matter Competency Evaluation Request:
- You need to view the SMC Evaluation Request form from the list below for the subject/credential you are seeking. Complete the form with the coursework information that meets the listed Domains.
- The coursework listed on the SMC Evaluation Request form must be aligned with each of the domains listed in the for your subject.
- Courses listed on the form must meet the following requirements:
- Earn a grade of "C" or better
- Have been taken at a regionally accredited college or university
- Been taken for academic credit (earned units)
- Be degree applicable AA or higher-upper or lower division is ok
- May mix and match CSET with courses taken at multiple Institutions.
- Does not have to be applied to a degree
- Gather Required Documents:
- Yes- attach Unofficial transcripts from all institutions attended.
Save and name your files as: Last Name, First Name, School Name
Example: Smith, Jan, CSU East Bay - Course descriptions or syllabi for relevant coursework
These help evaluators determine alignment with subject matter domains. - CSET score reports-all subtests taken-passed and Not Passed

- Yes- attach Unofficial transcripts from all institutions attended.
- Pay $25 and include receipt with your emailed request.
- Only the SMC Request form should be a link with Share access>>"Anyone with the Link." IN ADDITION, you can save it as a PDF and send with other attachments.
- File Format Requirements:
- All other documents must be in PDF format.
- Ensure there are no passcodes or restricted permissions to open any files.
- Submit Your Request:
